East Garrison, the honest version.
East Garrison is a master-planned neighborhood on the former Fort Ord, off Reservation Road and Inter-Garrison Road, just inland from Marina. Homes here have a Marina, CA 93933 mailing address, but East Garrison is not in the City of Marina. It’s in unincorporated Monterey County.
Here’s why people love it, how it’s governed, what’s still coming, and what I’d check before buying.

Close to Marina, governed by the county
East Garrison is one of the area’s newer master-planned neighborhoods, with sunny inland weather, parks, an arts district in the plan, and Fort Ord National Monument trails just down the road. It also plays by different rules than Marina. Even with a Marina, CA 93933 mailing address, East Garrison is in unincorporated Monterey County, not the City of Marina. The county handles planning, permits and policing, and a county special district, the East Garrison Community Services District, looks after the public parks, drainage and open space. Add a Mello-Roos special tax, a master HOA, and a town center that’s approved but not yet built, and it pays to know exactly what you’re buying into.
The fine print
- Where it is: On the former Fort Ord, off Reservation Road and Inter-Garrison Road, east of the City of Marina.
- Who governs it: Unincorporated Monterey County, not the City of Marina, despite the Marina, CA 93933 mailing address. Planning, building permits and law enforcement (the Sheriff’s Office) all go through the county.
- The community services district: The East Garrison Community Services District is a separate public agency, formed in 2005, that maintains public infrastructure like drainage, the community and neighborhood parks, and open space. Since a 2016 vote of residents, the Monterey County Board of Supervisors serves as its board, and a five-member resident advisory committee advises on its budget and operations.
- Special taxes (Mello-Roos): County Community Facilities District No. 2006-1 shows up on the property tax bill in two parts: a facilities tax that can be paid off, and a services tax that stays and can rise within set limits.
- Master HOA: The East Garrison Community Association is the master HOA, and the Liberty townhomes also have their own sub-association. HOA dues are separate from the special taxes.
- Still to come: The town center, town square, library and sheriff’s space, the Phase 3 affordable apartments and the historic arts district are approved or planned but not yet built, and their timing depends on financing.
- A fair comparison: The Dunes, Sea Haven and Marina Station commonly carry special taxes and HOA dues too, so those alone don’t set East Garrison apart. The real difference is county and community services district governance instead of the City of Marina.
- Verify every time: Special-tax and HOA amounts are parcel-specific. Get them in writing for the exact home, from the tax bill, the special-tax disclosure and the HOA documents, before you remove contingencies. This is general information, not tax or legal advice.

Figures come from the County of Monterey, CHISPA and Monterey County Weekly. HOA dues are separate from the special taxes. One East Garrison MLS listing I checked in October 2026 showed $195 a month, so confirm the figure for the specific home.

Here’s what draws people to East Garrison, and how it honestly compares with Marina’s neighborhoods.
More sun, a little warmer
East Garrison sits a few miles inland, and in my experience it tends to be sunnier and a bit warmer than coastal Marina, especially on summer mornings when the coast stays gray.
Compared with the rest: The Dunes, Sea Haven and Marina Station all sit closer to the bay. Here you trade a slightly longer trip to the beach for more sunshine.
Hills instead of dunes
Many streets look out over the oak-dotted hills of the former Fort Ord, and some catch the mountains beyond the Salinas Valley on a clear day. Views vary a lot from street to street, so we’ll check the specific home.
Compared with the rest: Marina’s city neighborhoods mostly trade on the dunes and the bay. East Garrison is more about hills and green space.
Trails just down the road
The Jerry Smith Access Corridor, the Fort Ord National Monument’s north entrance, is on Inter-Garrison Road between Gigling and Reservation Roads. The monument covers about 14,650 acres with 86 miles of trails for hiking, biking and riding.
Compared with the rest: Sea Haven is near the monument too. From East Garrison, this entrance is just down Inter-Garrison Road.
An established neighborhood
Most of the homes are already built, with parks like five-acre Lincoln Park and its sports field, plus smaller parks and dog parks.
Compared with the rest: Marina Station is just starting and The Dunes still has phases to build. Here, the big remaining piece is the town center.
What’s done and what’s still on paper
Most of the homes are built. What residents have waited longest for is the heart of the plan.
- Neighborhoods: largely builtHundreds of single-family and attached homes have been built across the first phases. County tax reports counted more than 900 taxed homes back in 2021.
- Town center: approved, not builtThe 2024 approval reshaped the final phase around a mixed-use town center. County documents from the 2024 approval process proposed naming the nonprofit CHISPA to build the Phase 3 affordable apartments and pushing their completion deadline to March 2030.
- Historic arts district: the long gameAbout two dozen historic Fort Ord buildings are slated to become an arts district, but that depends on separate funding and comes later in line.
What I’d check before buying in East Garrison
East Garrison can be a great value near Marina. Just know its rules are different.
County, not city
County planning handles permits, so remodel and ADU rules, fees and timelines follow Monterey County’s process, not Marina’s.
My advice: if you’re planning changes, we’ll check with county planning before you’re locked in.
Two-part special tax
The facilities part of CFD No. 2006-1 pays for the original infrastructure and can be prepaid. The services part pays for ongoing costs like the Sheriff and upkeep, stays on the bill, and can rise within set limits.
My advice: get the current special-tax amounts for the specific parcel, and ask whether the seller already paid off the facilities part.
Who maintains what
The HOA, the county’s East Garrison Community Services District, and the special tax each cover different things, from private streets to parks.
My advice: read the HOA budget and the county’s East Garrison FAQ together so you know who to call for what.
The town center timeline
The town center was part of the plan from the start, and residents have waited years for it. The 2024 approval is real progress, but construction depends on financing.
My advice: buy for what’s built today, and treat the town center as upside when it arrives.
