Buying a Home in Pebble Beach: Gates, Clubs and Permits
Buying a home in Pebble Beach: gates, clubs, and permits
Pebble Beach isn’t a city. It’s an unincorporated, gated forest where a private company, a local services district, and the county each have a say in your house. Here’s who does what, how residents get through the gates, what club memberships involve, and the permits to understand before you write an offer.
The short version: In Pebble Beach, the Pebble Beach Company owns the roads, runs the gates, and runs the Del Monte Forest Architectural Review Board; the Pebble Beach Community Services District provides fire, wastewater, recycled water, and garbage service; and Monterey County issues planning and building permits. Residents get gate emblems or passes from Pebble Beach Company Security. Exterior changes, even paint colors, need ARB approval before county permits, and trees can’t be removed without a Pebble Beach Company tree permit. Don’t count on nightly rental income: the Company isn’t consenting to new vacation rentals right now.
Who governs
Pebble Beach Company, the PBCSD, and Monterey County.
ARB response
Typical ARB response to a complete submittal, per its guidelines.
Visitor gate fee
Per vehicle to drive 17-Mile Drive. Residents use emblems or passes.
PBCSD founded
The district has served Pebble Beach since 1982.
Who runs what in Pebble Beach
Knowing who to call saves time in escrow and after you move in.
Pebble Beach Company
Owns the resorts and golf courses, and owns and maintains about 72 miles of roads in the Del Monte Forest. Its Security office issues resident gate emblems and passes, and handles guest clearance. Its Real Estate Division runs architectural review, and its Forestry department handles tree permits.
Pebble Beach Community Services District
The PBCSD is the local government of Pebble Beach. It provides fire protection and emergency medical services, supplemental law enforcement, wastewater collection and treatment, recycled water distribution, and garbage, recycling, and organics collection.
Monterey County
Planning and building permits go through the county, and police matters go to the Monterey County Sheriff. Much of the forest also falls under the Del Monte Forest Land Use Plan, which bigger projects must follow.
Del Monte Forest Property Owners (DMFPO)
A voluntary association for property owners in the forest. Its FAQ and owners’ guide are the most practical summary of how life inside the gates works.
How the gates work for residents
The roads are private. Visitors pay to drive 17-Mile Drive; residents don’t.
Resident emblems and passes
Pebble Beach Company Security’s “Emblems and Passes” office, (831) 625-8426, handles gate passes for residents. Set this up right after closing.
Guests and deliveries
Call Guest Clearing at (831) 625-8424 to clear guests. At night, tourist traffic and contractors aren’t admitted except for emergency repairs, but residents with emblems or passes and cleared guests are.
Visitors
Day visitors pay $12.50 per vehicle to enter 17-Mile Drive, and the gates are open to the public sunrise to sunset. Hours can change during events like the AT&T Pebble Beach Pro-Am.
Event weeks
Concours week in August and the Pro-Am in February bring heavy traffic. See the Concours and Car Week guide and the 2027 Pro-Am guide. See what’s on the calendar in my Pebble Beach events guide.
Club memberships and golf access
Buying a home doesn’t come with a club membership. Each club has its own process.
The Beach & Tennis Club at Pebble Beach
A private social and recreational club at 1576 Cypress Drive, run by Pebble Beach Resorts. Members get fitness classes, member events, 10–20% off at resort shops and restaurants, and 20% off at The Spa at Pebble Beach.
Members can also pursue membership in the Stillwater Yacht Club and the Stillwater Cove Golfing Society. Call (831) 625-8500 about membership.
Private clubs in and near the forest
Monterey Peninsula Country Club and Cypress Point Club are private, with their own membership processes. Owning a home nearby doesn’t create membership.
Resort courses as a resident
The DMFPO FAQ says current Pebble Beach Company practice lets residents make a limited number of golf reservations without a hotel stay, with a cart included, and that locals can buy a Duke’s Card for lower rates at times. Confirm current terms with the resort.
Permits: the ARB comes first
If you plan any changes, learn this before you write an offer.
ARB approval before county permits
By deed restriction, all property improvements need Del Monte Forest Architectural Review Board approval before the owner can get Monterey County permits. That includes adding a window, changing paint colors, or reroofing, up to a new house.
Who sits on the ARB
Six members: five resident property owners appointed by the Pebble Beach Company, plus a Company senior executive who chairs. Three votes are needed to approve a design.
Timing
The ARB generally responds within 30 days of a correctly completed submittal, but can take longer. An approval is revoked after one year unless work has started or an extension is granted.
County approval is separate
ARB approval doesn’t guarantee approval by Monterey County, the Board of Supervisors, or the California Coastal Commission.
Trees
By deed restriction, no trees may be removed from any property without a tree permit from the Pebble Beach Company. Coast live oak, Monterey pine, and cypress are specially protected.
Construction hours
ARB construction standards limit building work to Monday through Saturday, 8 a.m. to 6 p.m., with no work on Sundays or federal holidays.
Water for remodels and new homes
Water is a real constraint on the Monterey Peninsula, and Pebble Beach has its own special entitlement.
Water permits
The Monterey Peninsula Water Management District (MPWMD) requires a Water Permit to get a building permit that sets a meter or intensifies water use, for example by adding fixtures.
Pebble Beach entitlement
MPWMD lists a special Pebble Beach Company water entitlement under its Rule 23.5. Whether a specific lot has entitlement water is a question to answer in due diligence.
At transfer
Every change of ownership triggers MPWMD’s water-efficiency retrofit rules (Rule 141), such as high-efficiency toilets and low-flow showerheads. The seller usually does it, but a buyer can agree to take it on and gets six months.
Recycled water
Recycled water distribution in the forest is one of the PBCSD’s services. Ask the district what serves a specific property.
Can you rent it out?
Plan on monthly or long-term rentals, not nightly ones.
30 days or more
Rentals of 30 days or more are considered long-term residential rentals and aren’t subject to land use permitting, per the DMFPO.
Under 30 days
A vacation rental needs three approvals: a county Transient Occupancy Tax certificate, a county land use permit, and written consent from the Pebble Beach Company. The Company isn’t issuing consent while the county develops new vacation rental rules.
Drones and filming
The Pebble Beach Company prohibits drones over its property without prior written authorization, which matters if you plan to market the home later.
Monthly income
I co-own Peninsula Luxe, which manages monthly and long-term rentals, so I can give you a realistic read before you buy.
Taxes and costs to expect
A few items catch first-time Monterey County buyers off guard.
Supplemental tax bill
The county reassesses at the change of ownership, effective the first day of the next month. Supplemental bills go to you, not your lender, even if you have an impound account.
Documentary transfer tax
Monterey County’s rate is $0.55 per $500 of value. Who pays is negotiated in the contract.
Homeowners’ exemption
A $7,000 reduction in taxable value applies only if it’s your principal residence on January 1. Second homes don’t qualify.
Schools
Carmel Unified says it spans Pebble Beach. Confirm the address with the district. See the Carmel schools guide and the private schools guide.
A Pebble Beach due-diligence checklist
What I’d check on any Pebble Beach home before removing contingencies.
1. Pull the ARB property file
Architectural Review keeps residential files with original house plans for most properties. Call (831) 625-8455 for an appointment before you plan changes.
2. Match permits to the house
Compare what’s built with what was approved by the ARB and permitted by the county.
3. Ask about water
Confirm meter size and whether any entitlement water is tied to the lot.
4. Walk the trees
Assume large trees stay. Ask PBC Forestry, (831) 625-8414, about any tree that worries you.
5. Get insurance quotes early
A forested setting means quotes can take shopping. Start during the inspection period.
6. Read the hazard disclosures
California requires sellers to disclose natural hazards such as very high fire hazard severity zones. Read them closely.
Looking inside the gates?
Each part of the forest feels different: the Lodge Area, Central Pebble Beach, Country Club East and West, and the Upper Forest. I can walk you through them and what’s selling now.
I represented the buyer of 1424 Oleada Road in Pebble Beach in 2025, and I’ll handle the ARB file, gate clearance, and the county questions for any home we look at.
