In 1923, Marion Hollins purchased 2,000 acres from Del Monte Properties, which included land in Carmel Valley. In 1926, developer Frank Porter acquired a section of Hollins' ranch, later selling it to Byington Ford. Ford utilized 400 acres for a summer ranch, naming it Moon Trail Ranch. Around 1970, William May Garland II acquired the ranch, along with other nearby properties. The ranch stretched from Carmel Valley Road to the "La Mesa" hayfield by the Carmel River, now near Via Las Encinas Road. This location serves as one of the trailheads, Via Las Encinas trailhead, within the Garland Ranch Regional Park.
On June 19, 1976, the Monterey Peninsula Regional Park District unveiled the Garland Ranch Regional Park. Acquiring the ranch from William May Garland II for $1.1 million in March 1975, with an additional $250,000 gift from Garland, the park district posthumously named it in his honor after he passed away on May 10, 1975.
