What it’s like to live in Village Views
It covers a lot of ground, and each street has its own personality.
- Garzas RoadOff Carmel Valley Road via Boronda Road, down on the valley floor, where some properties border the Carmel River and have flat acreage, including room for horses. The Carmel Valley Trail and Saddle Club is here too.
- Rancho Road and Middle CanyonRancho Road climbs gently onto a shelf above the valley floor, with views of the hills and oaks; Middle Canyon Road climbs higher for bigger views.
- Country Club, Laurel, and El CaminitoOn the north side, Country Club Drive and Laurel Drive offer a range of elevations and mountain views. Behind the Village, El Caminito, Chaparral, and Holman Roads have hillside homes with long views across the valley.
- Plenty of sunIn my experience, this far inland the fog rarely hangs around, and summer and early fall are warm. Carmel-by-the-Sea and Pebble Beach are roughly a 20-minute drive.
What to know before buying here
None of this should scare you off. It’s just much easier to plan for up front than to discover in escrow.
Monterey County is in charge
Village Views isn’t a city, so permits and planning go through Monterey County. On the county’s planning maps, it falls under the Carmel Valley Master Plan, which can shape what you’re able to build or add.
My advice: if you’re buying to remodel, add on, or build, let’s talk to a local architect before you’re locked in.
Fire risk and insurance
Most of these hillsides are mapped by CAL FIRE as high or very high fire hazard. Insurance can take some shopping, and defensible space really matters on a hillside lot.
My advice: get insurance quotes during your inspection period, not after, and check the current CAL FIRE map for the exact address.
Where does the water come from?
Village Views is inside Cal Am’s mapped service area, but some homes out here rely on a private well or a small shared system. Water is a real constraint, especially if you want to add on.
My advice: we’ll confirm the water source for every home, and test the well’s flow and quality if there is one.
Hills, roads, and the river
Hillside homes can mean steep driveways, retaining walls, and drainage questions, while riverside lots on Garzas Road raise flood questions instead. Summers also get hot.
My advice: for hillside homes, a geotechnical or drainage review is money well spent; for riverside lots, we’ll check the flood map.
Rules change, so we’ll confirm current requirements with Monterey County for any home you’re serious about. On the state’s school district map, this area is in Carmel Unified School District; confirm school assignments by address with the district.

Village Views home buying FAQ
What is Village Views in Carmel Valley?
Village Views is an MLS-designated geographic area surrounding Carmel Valley Village, not a formal HOA community. It includes both valley floor properties and hillside homes in unincorporated Monterey County. The area takes its name from the elevated positions that overlook the Village and the surrounding valley. It is one of the more varied areas in Carmel Valley in terms of lot character, with some properties directly along the Carmel River and others climbing the hillsides above the Village center.
What are the views like in Village Views?
Views vary significantly by elevation and position within Village Views. Properties on the valley floor tend to have a flat, riparian character with limited long views. Properties at higher elevations on the hillsides above the Village can offer attractive mountain and valley views looking across Carmel Valley. Ocean views are not common in this area given its inland position further up the valley. Confirming what a specific property's view looks like from the living areas and outdoor spaces before making an offer is advisable.
What is the water and sewer situation in Village Views?
Water supply varies by property in Village Views. Some properties are served by Cal-Am public water while others rely on private wells. All properties in the area use septic systems rather than public sewer. Buyers should confirm the specific water source for any property they are considering, have private wells tested for flow rate, water quality, and condition before closing, and obtain a septic inspection during the contingency period.
Are there flood zone concerns in Village Views?
Some properties in Village Views are in a FEMA flood zone, particularly those along the Carmel River off Garzas Road. Flood zone status varies by specific parcel. Buyers considering properties in lower-lying areas near the river should verify flood zone status before making an offer, obtain flood insurance quotes early in the escrow process if applicable, and look for an elevation certificate if the home has one.
What is Garzas Road and what kind of properties are along it?
Garzas Road is a street within the Village Views area that runs along the Carmel River and up into the surrounding hills. Properties along Garzas Road tend to have larger acreage parcels and a more rural, riparian character. Some of the lower-lying properties off Garzas Road are in or near the FEMA flood zone given their proximity to the river. The road and its surrounding area represent some of the more private and land-rich properties in the immediate Carmel Valley Village vicinity.
What is the fire risk in Village Views?
Village Views and the surrounding Carmel Valley hillsides carry elevated fire risk. CAL FIRE maps much of the area as a high fire hazard severity zone. California's defensible space requirements apply. Buyers should check the CAL FIRE designation for any specific property, obtain homeowners insurance quotes during the inspection period, and evaluate defensible space conditions around any structure they are considering.
Is Village Views in the California coastal zone?
No. Village Views is outside California's coastal zone, as it sits inland in the Carmel Valley. Properties here are subject to standard Monterey County planning and permitting requirements, which can simplify the permit process for remodeling or construction.
What schools serve Village Views?
Village Views is served by Carmel Unified School District, with Tularcitos Elementary School in nearby Carmel Valley Village. School assignments should be confirmed by specific property address directly with Carmel Unified School District.
