Is Pebble Beach Public? Gates, Access & Is It a City

Is Pebble Beach public? The gates, the fee, and who actually runs it

Pebble Beach has gates, a toll for visitors, and no city hall, so people reasonably ask whether it is private, public, or a city at all. The short version: it’s an unincorporated community open to visitors by day, with a private company that owns the roads and a public district that provides key services.

The short version: Pebble Beach is not a city. It’s an unincorporated community in Monterey County, inside the gated Del Monte Forest. It is open to the public: the 17-Mile Drive gates are open from sunrise to sunset, and day visitors pay $12.50 per vehicle (reimbursed with a $35 purchase at Pebble Beach Resorts restaurants). Pebble Beach Golf Links is a public course. The Pebble Beach Company owns the roads and runs the gates, the Pebble Beach Community Services District is the local government for fire, wastewater, and garbage, and the county handles planning and permits. Residents use gate emblems or passes.
