Pebble Beach vs Carmel-by-the-Sea: which is right for you?

They sit side by side, share a coastline and a school district, and both sell multimillion-dollar homes. Day to day they are very different places: a walkable one-square-mile village with its own city hall, and a private, gated forest run by a company, a services district, and the county. Here is how they compare.

The short version: Choose Carmel-by-the-Sea if you want to walk to the beach, restaurants, and the post office from a cottage on a small lot, and you’re fine with city design review and a 30-day rental minimum. Choose Pebble Beach if you want more land, privacy behind staffed gates, forest and golf around you, and you’re fine with Pebble Beach Company architectural review, county permits, and driving to most errands. Over October 2025 – September 2026, the median single-family sale was about $3.47M in Carmel-by-the-Sea and $3.21M in Pebble Beach, but price per square foot ran far higher in town ($2,146 vs $1,343).

What homes cost in each

Both are small markets, so a handful of big sales can swing the numbers. Read them as a range, not a price tag.

Carmel-by-the-Sea

Daily life

How each one feels day to day

The biggest difference isn’t price. It’s how you spend a Saturday.

Walking vs driving

In Carmel-by-the-Sea, galleries, restaurants, the beach at the bottom of Ocean Avenue, and the post office are a walk from most homes. In Pebble Beach most errands mean a drive, through the gates, to Carmel-by-the-Sea, Pacific Grove, or Monterey.

Lots and privacy

Town lots are often small, with cottages close together. Pebble Beach homes are tucked into pines, oaks, and cypress, often on larger lots, and the gates keep through traffic down at night.

Visitors

Carmel-by-the-Sea is a destination, and downtown gets busy on weekends. In Pebble Beach, day visitors pay $12.50 per vehicle to drive 17-Mile Drive, and event weeks like the Concours in August and the Pro-Am in February bring heavy traffic.

Mail and addresses

Carmel-by-the-Sea has no home mail delivery; residents use PO boxes, and the city rolled out standard street numbers in 2026. How addresses work in town. Pebble Beach homes have conventional street addresses.

Golf and clubs

Pebble Beach is home to the resort courses and private clubs, but buying a home doesn’t come with a membership. See Pebble Beach golf courses and private golf clubs.

Schools

Both are in the Carmel Unified School District’s area for many addresses, but always confirm a specific address with the district. Carmel schools guide.

Rules that change the math

Remodels, trees, and rentals

If you plan to change the house or rent it, these rules matter more than the view.

Carmel-by-the-Sea

The city decides

Most exterior changes need city design review, from staff-level approval for small projects to a Planning Commission hearing for bigger ones. Removing or heavily pruning many trees needs a city permit.

In the single-family (R-1) district, homes can’t be rented for less than 30 consecutive days.

  • City review
  • 30-day minimum
Pebble Beach

The ARB first, then the county

By deed restriction, exterior improvements, even a window, paint color, or roof, need Del Monte Forest Architectural Review Board approval before Monterey County permits. No trees may be removed without a Pebble Beach Company tree permit.

Vacation rentals under 30 days need a county tax certificate, a county land use permit, and Pebble Beach Company consent, which the Company isn’t issuing while the county rewrites its rules.

  • ARB + county
  • Rentals paused

Either way, plan rental income on monthly (30+ day) or long-term stays. I co-own Peninsula Luxe, which manages monthly and long-term rentals, so I can give you a realistic read before you buy.
