Buying a Home in Carmel, CA: Neighborhoods, Rules, Costs
Buying a home in Carmel, CA: the neighborhoods around the town, and the rules that come with them
Most homes with a Carmel address aren’t inside Carmel-by-the-Sea. Carmel Point, Hatton Fields, Carmel Woods, Carmel Meadows and the other neighborhoods around the town are mostly in unincorporated Monterey County, so county rules, not the city’s, decide what you can build, rent, and change. Here’s how buying there works and what to check before you write an offer.
The short version: The nine Carmel-area neighborhoods had 67 single-family sales over October 2025 – September 2026, with monthly medians averaging $2.47M, against $3.47M inside Carmel-by-the-Sea. First confirm which side of the town line a home is on, because that decides whose permits and rental rules apply. Outside the town, Monterey County handles permits, and near the coast most development needs a coastal development permit. Stays of 30 days or less are county-regulated vacation rentals, only for detached single-family homes. Check the school district for the exact address, plan for MPWMD water retrofits at transfer, and budget for a supplemental tax bill after closing.

Carmel or Carmel-by-the-Sea? Check first
The mailing address says Carmel either way. The rules don’t.
Carmel-by-the-Sea
The incorporated town has its own city government, design review, tree permits, a 30-day rental minimum in its single-family district, and new street numbers. See buying a home in Carmel-by-the-Sea.
The Carmel area
The neighborhoods around the town, from Carmel Point and Carmel Meadows to Hatton Fields, Carmel Woods and Jacks Peak. Most are in unincorporated Monterey County, so county planning, building, and rental rules apply.
Carmel Valley and the Highlands
They share the name and also follow county rules, but they’re separate markets with their own stats. See Carmel vs Carmel-by-the-Sea vs Carmel Valley.
Why it matters
It changes your comparables, your permit path, your rental options, and sometimes your school district. For every home we look at, I confirm which side of the line it’s on.
Nine neighborhoods, one Carmel address
How they differ, in short. Each name links to its own guide.
Carmel Point
Just south of the town, with oceanfront and ocean-view homes on quiet streets, a short walk to Carmel Beach and Carmel River State Beach.
Hatton Fields
East and southeast of the village. Estate homes on bigger parcels, guest houses and studios aren’t unusual, and the Mission Trail Nature Preserve is next door.
Carmel Woods
Just past the town’s northern limits, bordering Pebble Beach. Laid out in the 1920s with curving roads under oaks and pines. Hilly, so walking to town takes effort.
Carmel Meadows
West of Highway 1 above Carmel River State Beach, with views of Point Lobos and a path down to the sand. Homes here don’t come up often.
Mission Fields
Flat and central. Mid-century homes west of Highway 1 and condo communities to the east, close to shopping, beaches, and Carmel River School.
Carmel Views and Rancho Rio Vista
Forested lots at the mouth of Carmel Valley with Santa Lucia mountain views, and from some homes, glimpses of the ocean.
Carmel Hills
Off Highway 1 by the Hatton Canyon greenbelt, with good-sized lots, and many homes within walking distance of Carmel High School.
High Meadows
Up above Highway 1, close to Carmel-by-the-Sea, Pebble Beach, and Monterey. Custom homes and a few condo communities, with no through traffic.
Jacks Peak
Bordering Monterey and climbing toward Jacks Peak County Park. Bigger, often sloped lots, some with wells and room for horses, and more sun than the coast.

What the Carmel-area numbers say right now
Figures from my Carmel market stats (nine neighborhoods around Carmel-by-the-Sea, single-family homes), checked Nov 2, 2026.
Last 12 months
October 2025 – September 2026: 67 single-family sales, up 13.6% from the prior 12 months. Monthly medians averaged $2.47M, down 6.1%, and the average sale price was $3.22M.
Pace and supply
Homes took a median of about 43 days to sell. Inventory was 5.0 months, against 4.8 a year earlier, so buyers have a bit more choice than inside the town.
2026 so far
January–September 2026: 52 sales worth $183.6M, against 49 sales worth $160.4M in the same months of 2025. New listings rose from 72 to 88.
Room to negotiate
Homes sold for 92.2% of their original asking price on average over January–September 2026, versus 91.3% in 2025.
Against the town
Over the same 12 months, monthly medians averaged $2.47M in the Carmel area and $3.47M in Carmel-by-the-Sea; price per square foot averaged $1,390 and $2,146.
Small numbers
About 94 single-family homes sell in a typical year across all nine neighborhoods, so one unusual sale can move the figures.
What to check before you offer
Most surprises come from the permit history, the rental rules, and the water, not the inspection.
Monterey County, not the city
Outside the town, building and planning go through Monterey County. In the coastal zone, which takes in areas like Carmel Point and Carmel Meadows, county code requires a coastal development permit for development unless it’s exempt, and some smaller projects go through an administrative version instead. If you plan to remodel or rebuild, talk to a local architect before you’re committed.
Check the exact address
Most of the Carmel area is in Carmel Unified, but not all of it; Jacks Peak, for example, is served by Monterey Peninsula Unified. Carmel Unified says to look for “Carmel Unified Series” on the property tax bill or use its boundary map.
Retrofits at transfer
Every change of ownership triggers MPWMD Rule 141 water-efficiency retrofits. The buyer or the seller can do the work, and an extension of up to six months from the purchase date can be requested. Homes on private wells have extra requirements under the district’s well-monitoring rules.
Insurance can take some shopping for homes among the trees or on the hillsides. Get quotes early, during your contingency period.
County vacation-rental rules
Different from the town’s 30-day rule, and still changing.
What counts
In unincorporated Monterey County, a vacation rental is any stay of 30 calendar days or less. Only detached single-family homes qualify; condos, duplexes, ADUs and JADUs can’t be vacation rentals.
Three types
A homestay (you live there and are home during the stay), a limited vacation rental (up to three non-hosted rentals in 12 months), and a commercial vacation rental (more often), which also needs a use permit or coastal development permit and is capped by planning area.
Coastal areas
The county’s coastal-zone rules took effect October 24, 2025, and the county says the Coastal Commission still has to consider certifying them. Litigation over parts of the county ordinances is ongoing.
Monthly rentals
Rentals longer than 30 days aren’t regulated by the county’s housing and community development department. HOA rules and deed restrictions can still limit rentals, and the county won’t enforce those for or against you.
Base your numbers on monthly or long-term rents, not nightly rates. I co-own Peninsula Luxe, which manages monthly and long-term rentals. Monterey County vacation rentals
What it costs to buy and own
Beyond the price.
Property tax
The home is reassessed at your purchase price. The county’s reassessment takes effect the first day of the month after the sale, and supplemental bills come in addition to the annual bill. See Carmel and Pebble Beach property taxes.
Supplemental bills go to you
Lenders don’t receive supplemental tax bills, even if your taxes are impounded. A purchase between January 1 and May 31 usually produces two supplemental bills; June 1 to December 31, one.
Homeowners’ exemption
If it will be your principal residence, the $7,000 homeowners’ exemption reduces the taxable value. File the one-time claim with the county assessor by February 15 for the full exemption that year.
Transfer tax
Monterey County’s documentary transfer tax is $0.55 per $500 of value. Who pays it is negotiated in the contract.

How buying here usually goes
1. Narrow the neighborhoods
Walkable to the village, oceanfront, acreage, or sunnier and quieter. The nine neighborhoods are very different.
2. Get the numbers straight
Check recent sales for the part of Carmel you want. My Carmel market stats update monthly.
3. Confirm the jurisdiction
Town or county, coastal zone or not, and which school district.
4. Write a clean offer
With about 92% of original asking price paid on average this year, there can be room on price. Terms still matter.
5. Inspect and verify
Inspections, permit history, well testing if there’s a well, water fixtures, and insurance quotes during your contingency period.
6. Close and settle in
File the homeowners’ exemption if it’s your main home, and watch your mail for the supplemental tax bill.
My sales around Carmel
My own closed sales, with the side I represented. Sales from my earlier years on a large Peninsula team aren’t counted here.
2 La Pradera Lane
$8,750,000. I represented the buyer of this 5.05-acre estate in the Jacks Peak neighborhood of Carmel.
Lincoln 3 NE of 5th
$4,400,000. I represented the buyer. It’s inside the town, so city rules applied, which is exactly the kind of difference this page is about.

Before you rely on this
- Market figures are from my Carmel market stats page (single-family homes in nine neighborhoods, MLS data), checked Nov 2, 2026. They update monthly.
- County vacation-rental rules are from Monterey County’s vacation rentals page as checked Nov 2, 2026. Parts are in litigation and the coastal rules await Coastal Commission action; confirm with the county before you rely on rental income.
- Coastal permit requirements are summarized from county zoning code Title 20. Whether a project is exempt is decided by the county.
- School assignments depend on the address; confirm with the district.
Buying in Carmel: quick questions
Is Carmel the same as Carmel-by-the-Sea?
No. Carmel-by-the-Sea is a small incorporated town. Most neighborhoods with a Carmel address, like Carmel Point, Hatton Fields, Carmel Woods and Carmel Meadows, are in unincorporated Monterey County, so county rules apply there.
What is the median home price in the Carmel area?
Monthly median sale prices for single-family homes in the nine Carmel-area neighborhoods averaged $2.47M from October 2025 through September 2026, down 6.1%. Inside Carmel-by-the-Sea the figure was $3.47M.
How many homes sell in the Carmel area?
67 single-family homes sold from October 2025 through September 2026. About 94 sell in a typical year.
Do Carmel-area homes sell below asking?
On average, yes. From January through September 2026 they sold for 92.2% of their original asking price, versus 91.3% in 2025.
Who issues building permits in the Carmel area?
Monterey County, for homes outside the town limits. In the coastal zone, development generally needs a coastal development permit unless it’s exempt.
Can I rent a Carmel-area home nightly?
Stays of 30 days or less are vacation rentals under Monterey County rules. Only detached single-family homes qualify, a license is required, and commercial vacation rentals also need a use or coastal development permit and are capped. Rentals over 30 days aren’t regulated by the county planning department.
Which school district is a Carmel home in?
Usually Carmel Unified, but not always. Jacks Peak, for example, is served by Monterey Peninsula Unified. Check the tax bill for “Carmel Unified Series” or ask the district.
What water rules apply when I buy?
MPWMD Rule 141 requires water-efficiency retrofits at every change of ownership. The buyer or seller can do the work, and an extension of up to six months from purchase can be requested.
Will I get a supplemental property tax bill?
Yes, usually. The county reassesses the home at the sale price and sends supplemental bills directly to you, not to your lender.
