Carmel-by-the-Sea Oceanfront Homes: Scenic Road & Views

Buyer’s guide · Carmel-by-the-Sea · Updated October 2026

Carmel-by-the-Sea oceanfront and ocean-view homes: Scenic Road and beyond

Only a thin strip of Carmel-by-the-Sea actually faces the Pacific, and very few of those homes come up in any year. Here is where the oceanfront and ocean-view homes are, what living across from a busy public beach is really like, and the coastal rules to understand before you buy.

The short version: Carmel-by-the-Sea’s oceanfront homes line Scenic Road, which runs along the bluff above Carmel Beach with the city’s Scenic Pathway and beach stairways on the ocean side. Ocean-view homes sit a street or two back, notably on the west side of San Antonio Avenue, and on the hillier streets of Northwest Carmel. The whole town is in the California coastal zone, the city is updating its coastal hazard rules for sea-level rise, and Carmel Beach is a public, dog-friendly beach, so expect people, parking, and sunset crowds out front. Just south, Carmel Point has more oceanfront homes, but it’s outside the city, under Monterey County rules.

Where they are

Where the ocean-view homes are in Carmel-by-the-Sea

The town is about one square mile, and the Pacific runs along its west edge. Three areas account for most ocean frontage and views.

Oceanfront

Scenic Road

Scenic Road runs along the bluff above Carmel Beach, from the foot of Ocean Avenue south toward Martin Way. The city’s Scenic Pathway and nine beach stairways sit on the ocean side, so homes on the land side look across the road and the path to the water.

This is the town’s true oceanfront, and it’s the part of the Golden Rectangle (also called Southwest Carmel) right on the sand.

  • Oceanfront
A street back

San Antonio Avenue

The west side of San Antonio Avenue is one of the most sought-after streets in town. Homes there sit a short walk from the beach, and the city has beach access walkways from San Antonio to Scenic Road at 9th, 10th, 11th, and 12th Avenues.

I represented the buyers of “Crows Nest” at San Antonio 2 SW of 10th, a beach house with views from Point Lobos to the Pebble Beach Golf Links ($7,000,000, 2023).

  • Ocean view
Up the hill

Northwest Carmel

North of Ocean Avenue the streets climb, and many homes get ocean or forest views in return for a steeper walk to town. The beach’s north end has the North Dunes, about 8 acres of restored dunes by the Del Mar parking lot.

  • Views

Just south of town, Carmel Point has oceanfront homes along its own stretch of Scenic Road, but it is in unincorporated Monterey County, not Carmel-by-the-Sea. More in Southwest Carmel and Carmel Point.

Daily life

What living on Scenic Road is really like

The view comes with a public beach out front. That’s the appeal, and the trade-off.

A public, dog-friendly beach

Carmel Beach is open to everyone. Dogs can be off leash on the beach under voice control, but must be leashed on the Scenic Pathway.

Sunset fires

Wood fires are banned, but UL-listed propane fire devices are allowed year-round south of 10th Avenue, from 10th to Martin Way. Expect evening gatherings on the sand below.

Parking out front

Marked spaces along Scenic Road from 8th Avenue to Martin Way have no time limit from 5 a.m. to midnight; from midnight to 5 a.m. a resident parking pass is required. Vehicles taller than 7.5 feet or longer than 20 feet can’t park on Scenic Road.

Stairways and ramps

Access at the foot of Ocean Avenue is a sand ramp, and nine stairways connect the Scenic Pathway to the beach. As of the city’s last update, the stairways at 10th and 12th Avenues are closed.

Restrooms and services

Public restrooms are at the foot of Ocean Avenue and on Scenic Road at Santa Lucia Avenue. There are no lifeguards on Carmel Beach.

Rules on the sand

Alcohol is allowed on the beach from 7 a.m. to 10 p.m. for those 21 and over, but not on streets, stairs, or bluffs. Smoking is banned on the beach and the Scenic Pathway.

Coastal rules

Coastal rules and hazards to understand

This is where oceanfront buying in Carmel-by-the-Sea differs most from the rest of town.

All of town is in the coastal zone

The city says Carmel-by-the-Sea is entirely within the California coastal zone and subject to Coastal Commission regulations on public access and environmental protection. The city’s Local Coastal Program was certified in 2004.

Hazards the city names

The city lists cliff and dune erosion, beach narrowing, wave overtopping above armoring and cliff and dune crests, and future threats to beach seawall integrity and Scenic Road infrastructure as the main coastal hazards in town.

Rules being rewritten

The city is updating the Coastal Hazards section of its LCP for sea-level rise and storms. An administrative draft was set for a joint Forest and Beach Commission and Planning Commission review on August 19, 2026, and has not been adopted. Follow it if you plan to remodel near the bluff.

Design review and trees

Most exterior changes need city design review, and many trees need a city permit to remove or heavily prune. Don’t assume a tree can go to open up a view.

Disclosures

California sellers must disclose certain natural hazards. Read the natural hazard disclosure and any geologic or coastal reports closely on any bluff-top or beach-adjacent home.

Rentals

In the R-1 district, homes can’t be rented for less than 30 consecutive days, ocean view or not. Carmel-by-the-Sea rental rules.

Prices

What oceanfront and ocean-view homes cost

I don’t publish a separate oceanfront price index: there are too few sales in a year to make one meaningful.

Town-wide numbers

Over October 2025 – September 2026, single-family homes in Carmel-by-the-Sea had a median sale price of about $3.47M, an average of $4.00M, and $2,146 per square foot. Carmel-by-the-Sea market stats.

Expect a premium

Near the sand, as in the Golden Rectangle, expect to pay a premium, and price depends heavily on the view, the lot, and the house. My $7M San Antonio sale is one recent example.

Ask for the right comps

Comparable sales for an oceanfront home are few and far between. Ask your agent to show you which sales they used and why.

Before you buy

An oceanfront due-diligence checklist

What I’d check on any Carmel-by-the-Sea home on or near the water.

1. Confirm it’s in town

Some “Carmel” oceanfront homes are on Carmel Point, outside the city. The rules, permits, and stats differ.

2. Read the coastal reports

Ask for any geotechnical, seawall, or coastal hazard reports, and read the natural hazard disclosure.

3. Follow the LCP update

If you plan to remodel, check where the city’s coastal hazards update stands and what it could mean for the lot.

4. Visit at sunset and on a weekend

See the crowds, the parking, and the noise before you commit.

5. Walk the trees

Note any trees in the view line. Removal needs a city permit, and the answer may be no.

6. Insurance and upkeep

Salt air is hard on windows, metal, and roofs. Get insurance quotes and inspections early.

From the buyer’s side

Looking for a home near the sand?

Ocean-view homes in town rarely come up, and the good ones move fast. I can watch for coming-soon and private listings and tell you about them early.

I represented the buyers of San Antonio 2 SW of 10th, an ocean-view beach house, in 2023.

Before you rely on this

  • Beach rules, parking, stairways, and coastal hazards come from City of Carmel-by-the-Sea pages checked Oct 27, 2026. Stairway closures and rules change; check the city’s Carmel Beach page.
  • The city’s coastal hazards LCP update is a draft, not adopted. Don’t rely on it, or on this summary, for a specific property.
  • Market figures are town-wide single-family figures from my stats page; there is no separate oceanfront index.
